Q: The BRICS Leaders Meeting issued the Sanya Declaration on April 14, reaffirming the need for overhauling reform of the UN, including its Security Council, to make it more effective and representative in tackling current global challenges. China and Russia reiterate the importance they attach to the status of India, Brazil and South Africa in the international affairs, understand and support their aspiration to play a greater role in the UN. Does it mean that China's position on UN Security Council reform has changed?
A: China's position on UN Security Council reform remains unchanged. We support necessary and reasonable reform of the UN Security Council to increase the representation of developing countries, especially African countries. China maintains that member states should carry on democratic and patient consultations for a package of settlement and the broadest agreement. We strongly oppose the "step-by-step" or "piecemeal" approach and object to forcing an immature draft resolution.
