On December 8, 2008, the Heads of Delegation Meeting of the Six-Party Talks was held in Fangfeiyuan, Diaoyutai State Guesthouse in Beijing.

Wu Dawei, the chairman of the meeting and the head of the Chinese delegation, said "since our last meeting in July, all parties have kept in close communication and coordination and conducted in-depth, fruitful consultations on advancing the six-party talks, with some positive progress made.” He expressed appreciation for the active efforts by all parties.

Wu said this meeting has an important mission of inheriting the past and forging ahead into the future. Given the concerns of all parties, he proposed the talks to focus on three major issues including verification, implementation of the remaining second-phase action plan, and the establishment of a peace and security mechanism in northeast Asia.

The talks offer opportunities but there are uncertainties too, Wu said, calling all parties to adhere to the principle of "word for word, action for action" and "phased implementation". He also urged all parties’ concerns to be taken into account based on the principle of reaching unanimity through consultation. "We should participate in the meeting with a flexible and pragmatic attitude. We need joint efforts to narrow differences, strive for a successful conclusion of the second-phase action at an early date and lay a solid foundation for promoting talks into next phase," Wu said.
