China will encourage competent and well-reputed Chinese enterprises to make investment in and transfer appropriate technologies and management experience to Africa. In the meantime, China will, based upon its own development level, gradually expand the scale of assistance to Africa and help African countries improve self-development abilities and promote the all-round economic and social development.
