The ministry will continue to promote this work in a positive and steady manner. It is hoped that the first handed documents could help the people both at home and abroad know more of and have a real understanding of China's diplomacy, according to the remarks of Assistant Foreign Minister Li Hui at the ceremony.
Guo Xiaoyong, Administrative Deputy Director of Foreign Languages Publishing and Distribution Administration, Lian Zhengbao, Director General of the Bureau of Achives, and Fang Yongming, President of China Pictorial Publishing House respectively introduced the information related to the compilation and publishing of the book.
Declassify Diplomatic Documents – Files on the Establishment of Diplomatic Relations of the People's Republic of China (1945 -1955) includes files concerning the establishment of diplomatic ties between China and foreign countries and documents concerning the negotiations on the establishment of diplomatic ties between 1945 and 1955. It shows to the public the major diplomatic move of the People's Republic of China in the early years since the founding. These valuable documents include the manuscripts and instructions of Mao Zedong, Zhou Enlai, Liu Shaoqi and other proletarian revolutionists of elder generations, photocopiers of documents concerning the negotiations on establishing diplomatic ties and exchanging diplomatic envoys, letters of credence, and valuable historical photographs, many of which were published for the first time. These documents not only demonstrate the first historical climax for the establishment of diplomatic ties between China and foreign countries, but also reflect that under a complex international situation, the diplomacy of new China identified three guidelines of "starting a new fire in a new stove", "cleaning the house first then inviting guests", "leaning to one side" and the independent foreign policy of peace.
State Councilor Tang Jiaxuan prefaced the book. Qian Qichen, former Vice Premier of the State Council inscribed the title of the book. Huang Hua, former Chairman of the National People's Congress inscribed the book.
Present at the ceremony are heads from the Ministry of Foreign Affairs, the Foreign Languages Publishing and Distribution Administration, the General Administration of Press and Publication and related government agencies, ambassadors engaged in the negotiations on the establishment of diplomatic ties and diplomatic envoys from a few foreign embassies.
