Premier Wen Jiabao of the State Council met with Russian President Vladimir Putin in Moscow on Oct. 26, 2005. Both sides exchanged views on bilateral relations and international issues of common concern and reached broad consensuses.
Wen pointed out that 2005 is going, during which China-Russia relations were further consolidated and developed. Both sides initiated strategic security consultation mechanism, ratified the Supplementary Agreement on the Eastern Section of the China-Russia Boundary, issued China-Russia Joint Statement on 21st Century World Order, and performed a joint military exercise. Both sides carried out productive cooperation in areas of economy, trade, energy, science and technology, and provided firm supports to each other on issues concerning national sovereignty, territorial integrity and self-security. The current China-Russia relationship is unprecedented in terms of both depth and width.
Wen said that China and Russia, as the largest neighbors of each other, are in an important stage of development. It is the right choice of both countries to establish and develop the strategic partnership of coordination and it is the common aspiration of the two peoples and in the long-term interest of both countries and peoples that China and Russia be sincere friends, friendly neighbors and good partners. The strategic partnership of coordination, which is not targeted at any third party, is aimed at establishing a diversified, fair and rational international political and economic new order. Fundamentally speaking, it is conducive to world peace and development.
Wen stressed that China-Russia relations enjoy a sound foundation. Both countries have set up a regular high-level meeting mechanism, formulated the Implementation Outline of the Treaty on Good-neighborhood, Friendship and Cooperation between China and Russia, and made a long-term plan for economic and trade cooperation. China and Russia should view and develop bilateral relations from a strategic and long-term perspective, eliminate disturbing factors, and push China-Russia strategic partnership of coordination for steady growth.
Wen spoke positively of the growing trend of China-Russia economic and trade relations. He said that the economies of China and Russia are highly complementary and have great potentials for cooperation. To enhance the level of economic and trade cooperation, both sides should further expand the cooperation areas, optimize trade structure, increase mutual investment, and standardize trade order. He hoped that both sides could well implement the consensus and agreements concerning the energy sector and could sign the China-Russia Investment Protection Agreement at the early possible date.
Putin said that the strategic partnership of coordination is a kind of close and long-term relationship, an important element in intentional politics and one of the most important priorities of Russian diplomatic strategies. Both sides should enrich the connotation of such relationship not only in words but also with real actions. The Russian side hoped that the two sides could maintain a high-level of mutual trust and sustain such relationship.
Putin agreed with Premier Wen on his comments and suggestions on bilateral economic and trade relations. He said that the economic and trade relations between China and Russian are developing rapidly and the trade is increasing. The Russian side hoped such trend could continue. Both sides should make efforts to improve the quality of trade, optimize trade structure, provide facilitations to each other's markets, expand the imports of mechanical and electronic products as well as high-tech products, and strengthen the cooperation in such areas as energy, investment and production.
