Foreign Ministry Spokesperson Qin Gang's Remarks on the UN Reform
2005-04-15 00:00

Q: The General Assembly has begun to deliberate on UN Secretary-General Kofi Annan's comprehensive report on the reform of the United Nations. What is China's position on the Security Council reform? What is China's view on Germany's bid for the Security Council permanent membership?

A: China believes that the UN reform covers various fields and levels. We stand for the reform of the Security Council. The priority of the Security Council expansion should be given to increasing the representation of developing countries. Views from all parties concerned should be heeded in the discussion and the reform should be decided through consultation and with consensus, rather than setting up a timetable or forcing through a vote.

As an important member of the European Union, Germany adheres to the path of development through peace. It has played an active role in international affairs, which is acknowledged by the international community. China supports a greater role of Germany in the UN and other multilateral organizations. We are willing to maintain contact and consultation with the German side on the UN reform.
