On October 28, 2004, Vice Foreign Minister Dai Bingguo met with delegations from the two sides of the 11th Meeting of Joint Supervision Group on the implementation of the Agreement on Confidence Building Measures in Military Field along the Border Areas and the Agreement on Mutual Reduction of Military Forces along the Border Areas signed by China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.

Dai said that the Agreement on Confidence Building Measures and the Agreement on Mutual Reduction of Military Forces open a new chapter for relations among the five countries, lay a foundation for the launch and development of the Shanghai Cooperation Organization (SCO) and play an important role in safeguarding regional peace and stability and promoting cooperation and development. Since the establishment of the Joint Supervision Group 5 years ago, the delegations from two sides have conducted sound cooperation and scored remarkable achievements and they should continue striving to ensure the smooth implementation of these two agreements.

Ambassador Vorobjov, Head of the joint delegation, noted that as an important mechanism for implementing the two agreements the Joint Supervision Group plays an irreplaceable role. It's hoped that the two sides will continue their joint efforts to ensure the smooth enforcement of the two agreements.
