On April 12, 2004, Premier Wen Jiabao of the State Council sent a message to his Russian counterpart Mikhail Fradkov on the high-casualty coal mine blast in Kemerovo of the Russian Federation, expressing his deep condolences to the victims and profound sympathy to families of the victims as well as to the injured.
