California State Legislature Members Resolution commemorates the 40th Anniversary of China-US Diplomatic Relations

On September 27th, 2019, California Senator Scott Wiener, California Assemblymember Kensen Chu, Rob Bonta, Ed Chau, David Chiu, Evan Low, Al Muratsuchi and Philip Y. Ting jointly signed the Members Resolution No. 1794 to convey congratulations on the 40th Anniversary of US-China Diplomatic Relations. The contents of the resolution are as follows:

Whereas, The United States of America officially normalized relations with the People's Republic of China in 1979 to sustain a stable and close bilateral relationship and to advance mutual interests between the United States and China, and looking back at the 40 years since the establishment of diplomatic relations between China and the United States, both countries have benefited from cooperation; and

Whereas, Annual bilateral trade increased 260 times from merely $2.45 billion in 1979 to $659.8 billion in 2018, and by the end of 2018, the United States had invested in 70,181 projects in China, with a direct investment of 585.19 billion in accumulative term, and generated sales revenue of more than $700 billion in 2018; in addition, Chinese companies’ direct investment to the United States grew from nearly zero in 1979 to $73.1 billion in accumulative term as of 2018, supporting an average of more than 140,000 jobs for the United States each year; and

Whereas, China is now the third-largest trading partner, the third-largest export market, and the largest source of imports of the United States, and in 2018, about 3 million Chinese tourists visited the United States, spending as much as $30 billion; and

Whereas, California enjoys a long history of friendly exchanges with China and has been in the forefront of pragmatic cooperation with China among all the states in the United States; China is among the largest of California's trading partners, the largest source of imports, and among the top of California's export destinations, as well as the State's important partner in climate change and green development cooperation; and

Whereas, In 2018, California's trade volume with China reached $177.53 billion in total, accounting for 26.9 percent of the total American trade with China that year, and California attracted Chinese investment of $26.8 billion, ranking first among all states in the United States; in addition, in 2018, 1.6 million Chinese tourists visited California, spending as much as $3.4 billion, making it the most attractive state for Chinese tourists in the United States; and

Whereas, California is home to nearly one million immigrants from China, and there are more than 20 pairs of sister cities between California and China; now, therefore, be it

Resolved by Assembly Members Kensen Chu, Rob Bonta, Ed Chau, David Chiu, Evan Low, Al Muratsuchi, Philip Y. Ting and Senator Scott D. Wiener, That they commemorate the 40-year success of United States-China diplomatic relations and commend the efforts of the countless organizations and individuals who have supported ongoing efforts to further this partnership.

In the evening of September 27th, 2019, California Senator Scott Wiener, California Assemblymember Philip Ting and David Chiu attended the reception in celebration of the 70th anniversary of the founding of the People's Republic of China at the Consulate General in San Francisco and delivered the Members Resolution to Consul General Wang Donghua.
